Outstanding basic and in-service training for criminal justice practitioners, teachers and law enforcement plus corrections and private security personnel.

One of our most extensive courses is Police Supervision, Management and Law, a 152+ hour comprehensive course designed to prepare law enforcement officers for the move up to the rank of sergeant, lieutenant, or captain. The course seeks to provide the student with the knowledge, skills and abilities necessary to properly and successfully supervise and manage subordinate officers, while handling the new and additional responsibilities, duties and vital functions that come with the new rank. Specifically designed executive development sessions are added for those officials preparing for the ranks of Inspector, Deputy Chief and Chief.

For corrections, we offer a similar course titled, Supervision, Management and Administrative Procedures for Corrections Officials. This is an 8-week, 64-hour course, which provides students with the knowledge, skills and abilities necessary to properly and successfully supervise and manage subordinate corrections officers, while handling the new and additional responsibilities duties, and vital functions that come with the new rank.

Throughout the year, HLC offers a wide variety of In-Service Training Seminars designed to update and refresh law enforcement officials in the most critical legal and procedural aspects of their duties.

Larry E. Holtz, Esq.
President and Founder

Larry E. Holtz, Esq., is Executive Director of Holtz Learning Centers, Ltd.

He earned his Bachelor of Arts Degree in Criminal Justice from Temple University, graduating Summa Cum Laude. He earned his Juris Doctorate from Temple University School of Law in 1989, earning the President's Scholar Award.

Mr. Holtz served the City of Atlantic City as a police officer, detective, sergeant and police attorney, where he earned over 15 departmental commendations. He later served as an Assistant County Prosecutor and New Jersey Deputy Attorney General. During his tenure at the Attorney General's Office, he co-authored the State's Charging Manual, a number of Attorney General Guidelines and was Executive Editor of the Division of Criminal Justice Law Enforcement Reporter.

He has also served as the Director of the Cape May County Police Academy, adjunct professor at Widener School of Law and Rowan University, a municipal prosecutor and the police attorney for the Stratford Police Department.

Mr. Holtz practices administrative law with a specialty in police administrative matters. He has law offices in Northfield and Tuckahoe, N.J., and is a member of the bar in New Jersey, Pennsylvania, and the District of Columbia.

He has unmatched experience in the field of law enforcement, police training and instructor/teacher development. Over the past 20 years, he has designed and conducted basic, in-service and advanced training programs at various police academies and prosecutors' offices throughout New Jersey and Pennsylvania. He has also designed and conducted advanced education seminars for New Jersey judges, attorneys, and professional educators.

Mr. Holtz is the author of the New Jersey Law Enforcement Handbook, New Jersey Contemporary Criminal Procedure, the Pennsylvania Law Enforcement Handbook, Pennsylvania Criminal Procedure, the Texas Law Enforcement Handbook, Contemporary Criminal Procedure, Criminal Evidence for Law Enforcement Officers, and Investigative and Operational Report Writing. He has been published in the Dickinson Law Review, the Journal of Criminal Law and Criminology, NJ COPS, Police and Security News, the National Academy Associate, and Law Enforcement Technology.


David A. Paprota, Ed.S
Vice President

David A. Paprota, Ed.S., is the Vice President of Holtz Learning Centers. He has over 20 years law of enforcement experience and currently serves as a Lacey Township Police Captain.

Mr. Paprota holds a B.S. in Criminal Justice, a Master of Arts degree in Education (Supervision & Administration) as well as a post-graduate Educational Specialist degree from Seton Hall University where he is also continuing his doctoral studies. He has a Graduate Certificate in Leadership & Management and is a graduate of the West Point Command and Leadership Program. He is currently a New Jersey State Certified Instructor and an adjunct professor as well as being a member of Mensa and the National Honor Society.

He has authored numerous training manuals, developed comprehensive training systems for entry-level police testing, and is the co-author of Promotional Exam Preparation for Law Enforcement (LexisNexis Publishing), Scheduling Strategies for the Public Safety Manager, and the HLC Police Supervision Study Guide.

Mr. Paprota’s expertise in psychometric testing and test development is unmatched in the industry.


Donald J. Schroeder, Ph.D

Donald J. Schroeder, Ph.D., is a retired New York City police captain who earned promotion to captain within 10 years of service. He holds a Ph.D. in Criminal Justice awarded by the City University of New York.

In 1973, Mr. Schroeder joined the adjunct staff at John Jay College, a position he holds to this day. Throughout the 1980s, Mr. Schroeder served as a police promotion consultant to many major police and personnel agencies, and has personally written dozens of official police examinations. In the early 1990s, he switched his focus and became engaged in training those seeking police promotion.

Mr. Schroeder is the co-author of seven books dealing with entry level and advanced promotion testing, and two management and supervision textbooks. Some of his most popular books, co-authored with Frank Lombardo, include Management and Supervision of Law Enforcement Personnel, Bullets for Law Enforcement Promotion: A Question and Answer Study Guide, the Barron's Police Officer Exam Preparation Guide and the Barron's Police Sergeant Examination Preparation Guide.


Frank Lombardo

Frank Lombardo is a retired New York police deputy inspector. He holds a Master of Science Degree in Urban Affairs from Hunter College. Mr. Lombardo earned promotion to captain within 10 years of service, and subsequently was promoted to deputy inspector.

In 1978, Mr. Lombardo joined the adjunct staff at John Jay College, a position he holds to this day. Throughout the 1980s, Mr. Lombardo served as a police promotion consultant to many major police and personnel agencies, and has personally written dozens of official police examinations. In the early 1990s, he switched his focus and became engaged in training those seeking police promotion.

Mr. Lombardo is the co-author of seven books dealing with entry level and advance promotion exams, and two management and supervision textbooks. Some of his most popular books, co-authored with Donald Schroeder, include Management and Supervision of Law Enforcement Personnel, Bullets for Law Enforcement Promotion: A Question and Answer Guide, the Barron's Police Officer Exam Preparation Guide and the Barron's Police Sergeant Exam.


Troy E. Oswald

Troy E. Oswald has over 20 years of law enforcement experience, currently serving as a Detective Captain for the City of Paterson. He earned the rank of Captain within 14 years of service with the City of Paterson.

Mr. Oswald holds a B.S. in Criminal Justice from Rutger’s University and a Master of Arts degree in Education (Supervision and Administration) from Seton Hall University. He has been an Adjunct Professor for Passaic County Community College since 1996, and also instructs at other colleges and universities, such as Seton Hall and Farleigh Dickinson.

Mr. Oswald is currently a New Jersey Certified Instructor and has been teaching New Jersey law and constitutional law for local academies since 1994.


Michael T. Cerame

Michael T. Cerame has over 27 years of law enforcement experience and currently serves as a Police Lieutenant and the Commander of the Detective Bureau in the Middletown Township Police Department. He is certified as an expert in polygraph testing and has held the certification since 1978. In 1985, Lieutenant Cerame was selected by the Federal Bureau of Investigation to attend the first “Advanced Law Enforcement Polygraph Course,” held at the FBI National Academy.

Lieutenant Cerame has maintained and refined his high level of expertise by successfully completing numerous advanced schools of interview and interrogation, such as the Reid College, the Moran Interview Theme Technique, the FBI Advanced Interrogation School, and the FBI Crises Negotiation School.

For the past ten years, Lieutenant Cerame has been a staff instructor with the Monmouth County Police Academy, conducting in-service seminars for experienced officers, and basic training for the new recruits. He also instructs his most popular course—Interview, Interrogation and the Detection of Deception—for the FBI, the National Park Service, the New Jersey Attorney General’s Office, Division of Criminal Justice, the Port Authority of New York and New Jersey, the New Jersey State Rangers, along with various county prosecutors’ offices around the state.
